Introduction

As a student at the University of California, San Diego (UCSD), you're automatically enrolled in the UC Student Health Insurance Plan (UC SHIP), a comprehensive but expensive medical plan. However, if you already have health insurance that meets UCSD’s strict waiver criteria, you can opt out of UCSHIP and avoid the insurance premium.

In this blog, we explain everything you need to know about the UCSD health insurance fee waiver for 2026–27: eligibility, deadlines, how to apply, what to expect after submission, and how alternative providers like Student Cover offer more affordable, waiver-compliant health insurance options.

What is a Health Insurance Waiver?

As a part of your journey, it is a university requirement and an important practical necessity to have the right health insurance in the US.

A health insurance waiver allows eligible students to decline enrollment in UC SHIP if they have a private or family insurance plan that offers comparable or better coverage and fulfills fee waiver requirements

While it provides excellent benefits, it comes at a high cost and may not always be necessary if you already have a valid alternate plan through an external provider (such as Student Cover). Suppose your alternate insurance policy meets the university’s insurance fee waiver requirements. In that case, you can submit a health insurance waiver request to opt out of UC SHIP and avoid paying the associated premium.

At Student Cover, we will help you navigate the UCSHIP waiver plan. This will include how to assess your current plan, meet waiver deadlines, avoid unnecessary penalties, prepare accurate documents, and submit the waiver application on time. Our team ensures that students make well-informed decisions and stay protected, both financially and medically, while studying abroad.

Still in Doubt: If You Qualify for a Waiver?

You qualify for the UC SHIP waiver if your insurance plan:

                      • The plan must remain active throughout the entire academic year or applicable academic term..
                      • It is provided by a U.S.-based insurer licensed to operate in California.
                      • Includes preventive, primary, mental health, emergency, and hospitalization care.
                      • Offers unlimited coverage (no annual or lifetime caps).
                      • Includes prescription, lab, maternity, and behavioral health services.
                      • Provides access to healthcare providers within 40 miles of the UCSD campus or the student’s residence while attending school.

International students must also have medical evacuation and repatriation coverage.

Why Are Alternative Health Insurance Plans More Affordable?

University health plans like UC SHIP are comprehensive but expensive because they:

                            • Provide broad coverage even to high-risk students
                            • Include administrative and campus health center fees
                            • Are not customizable

In contrast, Student Cover and other private providers:

                              • Meet UCSHIP fee waiver requirements
                              • May offer lower premiums compared to UC SHIP depending on the selected coverage level
                              • Include repatriation and evacuation benefits

These plans are specifically designed for international students and commonly used by students seeking waiver-eligible alternatives.

These plans are specifically designed for international students and approved for UC system waivers.

Submit the completed form via one of the following methods:

                                                                                • In person: bring it to the Insurance Office
                                                                                • Fax: 858-534-7545
                                                                                • Email: SHIP3@ucsd.edu

                                                                                2. Important: Appeals are only accepted during an open waiver period; you cannot file an appeal once the waiver window for that term has closed.

                                                                                  3. If your waiver was denied and you want it reconsidered for a later quarter in the same academic year, log into TritonLink under Financial Tools and submit your corrected information directly through the AHP (Academic Health Plans) website; you'll receive an email about the status.

                                                                                    4. Waiving is an annual process; even if you successfully appeal, you'll still need to submit a new waiver application every academic year, as an approved appeal doesn't carry over to the next year.

                                                                                      5. Common reasons a waiver gets denied (and reversed after initial approval) include: not meeting the waiver requirements, being selected for audit and not responding with the requested insurance documentation, or a HOLD on your student account that blocked the credit from applying even after approval.

                                                                                        6. If your appeal is unsuccessful, the Health Insurance Fee remains charged to your student account, though you can still access Student Health Services (SHS) for a fee, and enrolling in RAFT (Reduced Access Fee for Tritons) can lower those SHS costs.

                                                                                          7. For the 2026–27 academic year, the Fall waiver window is open 8/7/2026 – 9/11/2026, with a late waiver period 9/12/2026 – 9/15/2026 (no late fee for this specific window); appeals must fall within these open periods.
