Starting your academic journey at the University of California, Merced (UC Merced) is a major milestone, but it's equally important to understand the university's health insurance requirements. All registered students are automatically enrolled in the University of California Student Health Insurance Plan (UC SHIP) unless students submit a health insurance waiver.

Student Cover offers affordable insurance plans designed for international students that meet the health coverage standards required by many U.S. universities. With plans starting from just $135 per month, comprehensive medical benefits, and expert waiver guidance, Student Cover helps you save on healthcare costs while staying protected throughout your studies.

What is a Health Insurance Fee Waiver?

A UC Merced health insurance fee waiver is a formal process that allows students to decline the university-sponsored health insurance plan by proving that they already have an existing plan that meets the university’s minimum coverage requirements.

At the University of California, Merced (UC Merced), students must submit proof that their alternative plan offers benefits such as coverage for emergency care, hospitalisation, outpatient services, and mental health treatment. If the waiver is accepted, the university removes the insurance premium from the student’s tuition bill, allowing the student to save hundreds or even thousands of dollars annually.

Who Can Apply for UC Merced Health Insurance Waivers?

Students may qualify for UC Merced health insurance waivers if they:

                • Are enrolled in a program that requires health insurance.
                • Already have an active health insurance policy.
                • Maintain continuous coverage throughout the academic year.
                • Submit the waiver application before the university's deadline.

Students should carefully review the university's waiver requirements before purchasing any alternative insurance plan.

                                          Why Submit Your Waiver Early?

Submitting your waiver before the deadline helps students avoid paying unnecessary insurance charges and allows sufficient time for the university to evaluate your application.

If additional information is requested, applying early gives you enough time to respond before the final deadline. Early submission also helps ensure a smoother enrollment process before classes begin.

                                                                                      2. If your waiver was denied because of an error you made when entering your information, you can file a waiver appeal.

                                                                                        3. To appeal, you must complete and submit the Waiver Appeal Form, along with:

                                                                                          • A copy of your waiver denial notice
                                                                                          • A copy of the front and back of your current insurance card

Appeal deadlines are strict and campus-specific:

                                                                                            • Fall term: must be received by July 31 at 4:30 PM
                                                                                            • Spring term: must be received by January 12 at 4:30 PM

                                                                                            4. Appeals are only accepted for the current semester; retroactive appeals (for a past term) are not accepted.

                                                                                              5. Processing an appeal can take up to 30 days, and while it's pending, you're still responsible for paying all fees, including the UC SHIP fee, on your student account.

                                                                                                6. Your appeal will be evaluated based on the comparability insurance guidelines that were in effect at the time of your original waiver application, not any updated criteria.

                                                                                                  7. Failing to complete the full appeal form or provide the required documentation will result in the appeal being denied outright, and you'll remain enrolled in UC SHIP with full responsibility for the fees.

                                                                                                    8. If approved: your student account will be credited for the UC SHIP insurance fee, and you'll be notified at your UC Merced email address.

                                                                                                      9. If denied: you'll stay enrolled in UC SHIP for that semester and remain responsible for the fees.

                                                                                                        10. Important exception: if your original waiver was a late submission, there is no appeal option available at all; late waiver denials are final.

How to Submit the UC Merced Insurance Waiver
